iwlock is not working for one worarea but working for another workarea

I am using TeamSite 6.5 on windows and trying to lock the file through a external task.When I initiate the workflow from one branch then it's run successfully but when I initiate workflow from different branch an error"ERROR:00001: Failure in operation" comes and file not lock .I tried it from coomand prompt also and faced same problem .

Just check the file you are trying to lock... is in which state. Might be it is left modified or already in lock state.

Also... if possible please provide the commands with both the workarea's file.

1. Why not use a locktask to lock the files?

2. Are you using a logger to find specifically what line of code is causing the problem or if the code is even running at all for the problem workarea?
