Your code seems a bit cumbersome. I haven't tested this yet but what about this (new stuff in blue)?

my @lines;

open(FILE, "data.txt") or die("Unable to open file");
{
@lines = split(/.{20}/,<FILE>);
close(FILE);
}

foreach (@lines) {
print $_ . "<br>\n";
}

You might need to play a bit with the regex and I'm not positive that you can just put a filehandle like that into a split function but I think you can.

Let me know if that works.

The input file has different size of lines.
bellow example first line has morethen 20 char so split 20 char each line.
same as lines 2,3,4,5
line 6 and 7 print same dont split

input file ex:

This was frustrating and I'm not sure why the split function doesn't seem to take (.) as a delimiter but I tested this and it appears to work.

Have you considered looking at Text::Wrap, or Text::Format?
