I don't think they made that configurable (I could be wrong - check with Support for an official response) - probably because it is hard-coded within the compiled code for managing the "audit trail" within the workflow system - and they couldn't see a good reason why you would need more than that many transitions within a single workflow

There's a general belief (to which I subscribe) that a workflow should have a beginning, a middle, and an end - and should not run continuously over and over (which is the most likely reason why you would run into this problem)
