Does anyone know what 'Creating Network Agent to xx.xx.xx.xx:1521'
mean? When I execute iwdd.ipl its shows me this line and hangs. Has
anyone faced the same problem?

what type of deployment it is?
do you have your dsn and sid setup correctly
possibly include the datadeploy command file file.dd
