Capture information when a Teamsite job is started with no attached files

Is there a way I can make a report capture the information when a Teamsite job is started but no files are attached?

the selected files during workflow instatiation is passed to the wft in "iw_files" so it can be used to check if the number of files attached.

You want to generate a report ... after initiation of job whether it has any files attached or you want to check on run-time whether files are attached alongwith??

Please clarify. Also provide the working environment info.
