Technically speaking - there is no maximum number of DCRs that can be stored within a folder. (well, perhaps there is - but that would be an OS limitation, not a TS limitation - and it's probably something like MAX_INT)

Realistically speaking - you generally want to keep the number of files and directories with any given directory down to around 500 (+/-) to make it easier/faster for any code that tries to examine / list those entries.

Yes - create sub-directories under data/ which should also map to sub-directories at the top of the workarea which should also map to sub-directories on your web-server's doc_root.

How you organize those sub-directories is entirely up to you. You could use alphabetics, numbers, dates, some form of categorization, etc.
