use external task in the workflow and XML parser perl module in /iw-perl/lib/vendor/TeamSIte folder to parse the xml file(dcr) to read values.

The real question is, what are you trying to accomplish? Where do you want to use the files?

You can open a DCR in the wft itself, in an externaltask or in a cgitask. The answer is really the same, you open the file and parse it however you wish. There is no magic to it, just simple file i/o.
