6.7.1 encoding problem after visual-annotated the page, urgent, pls help!

Troublemaker

We are using the Teamsite 6.7.1 as the CMS for our website.

UTF-8 is used to show the Chinese characters for our web page (made by Visual Format). It's ok when we use Visual Annotate to add marks or notes to the page. However, once we click "Save", "Approve" or "Please advise" to complete the annotation, all the Chinese characters in the page will be changed to question mark ("?").

1. Teamsite: Interwoven TeamSite 6.7.1.0 (build 60750)
2. Web Server: Apache 2.0.55
3. OS: Windows 2000 Server (English) + SP4

IWOV tentatively promised Visual Annotate multi-lingual support with TS 6.7.2. That one has been released in August,
you may want to confirm VA Features with Support. VA versions before that allowed only English
