how can I check whether a DCRlist is empty or not?

in the Presentation template I want to generate a link if the item count is more then 0.

I found a solution from:

Actually, iw_value tags can be used inside attribute values by enclosing them in braces { … /} as well. This has been designed when a value is to be embedded within an already open angle bracket.
