i am faced with a situation where two external tasks are working fine individually. but when one external task follows the other, the external program of the second external task does not get executed/called.
What could the problem be?

This seems to be task transition problem and you need to check your callBack and successors in the workflow.

The callback is added to the external task scripts to tell the work flow that the current external task has got over and the transition to the next workflow task can take place. without the callback in external task scripts the workflow wont know that the external task has got over. You can refer to the sample external task script given in the workflow PDF file and look for callback in it.
