Can I get all tasks/workflows for a user?

I'm trying to figure out if I can develop a workflow or TeamSite menu item that will bring up a list of all a users currently open workflow tasks. Much like the my tasks workflow screen.

But on this new screen have the ability for the user to click a button to download all the files in all of their open workflow tasks. Then after they have modified the files locally, press another button to upload all of the modifed files and submit the files.

Example:
User 1 has 3 workflows. wf1 has 2 files, wf2 has 4 files and wf3 has 1 file. We would like to develop the ability to press a button and download all 7 files at once, have the user modify them locally and then upload them back into TeamSite.

Is this doable via workflow or any other APIs inside TeamSite? If so, where would I start looking?

That's easy. Start with the sample below and go from there

The rest of your plan is much more ambitious. Sure you can do it providing you have resources and expertise.

'Download' - That may (or may not) be an issue. To the best of my knowledge there are no documented IWOV modules
that you can leverage for reverse Server-Client transport. You are on your own.

What you call 'upload' can be facilitated using TS Import utility. It is documented (although with limited API) in the
"Interwoven® User Interface Customization Guide", Using URL Commands Chapter.
