I am not sure that you understand what API is. That said there is an API guide for every version of MB on the support site. Please check the support site.

I'm not sure why, but the MediaBin 4.5.3 SDK is not posted to the Support Site under SDKs. Please contact Product Support for the 4.5.3 SDK.
