i want to mark some files with a particular background color or some other way i want to distinguish those files so that when its time to submit the content for the day those marked files should not be taken for submitting.

If I have understood your requirement I don't know whether that is possible or not. I feel not possible you may have to have other approach for doing same.

Even you can check in UICustamization Guide. Specify your requirement clearly.

Firstly you can not change the background color based on file properties.
Secondly if you want to filter out few files you can use auto_private or submit rules to filter.

Else explain your requirement for a better solution.

Submit.cfg - does filter the files based on the the patterns

The submit.cfg file contains rules to match file and workarea patterns to specific actions to perform when files and directories are submitted.

Autoprivate.cfg - sets restrictions to the file types and folders

Autoprivate feature enables you to prevent certain file types and directories, from being submitted to the staging area or copied during a Copy To operation. File types specified in the Autoprivate configuration file automatically get marked Private.

Note: Changes to Autoprivate only apply to files or directories that are created or renamed after the changes are made. Changes do not apply to existing files.

suppose you are inside publisher/templatedata/html folder

the interwoven ui will show u a navigation tree on the left side and on right side it will show u the list of files in the folder. like....

Name modified by modfied date

checkbox abc.html xyz Jan 16 edit |properties

i want to either change the background color the line containing abc.html or may be add a star or flag beside its name so that when any body is goin to submit html files will notice that flag or star or backgrd color and exclude tht file from the files to be submitted. ie the person will notice the flag or color and not check the checkbox before the file.

or can i add a entire column next tp name or next to modified date tht has a checkbox or tht has x indicating do not submit this file. like....

Suggest you create a new item or add new link in your GUI through which you can run a workflow which would pick up files which are recently been modified (cgi screen) then give user the option to select all or few selected files to be submitted.
As for your query, NO there is no feature in Teamsite to accomplish the same.
