Scope Permissions

Is there a way to scope permissions? We are using LDAP with MediaBin. Within our LDAP we have over 300 groups associated with specific software applications. We'd like to scope out these groups when setting user/group/folder permissions in MediaBin -- currently searching for users "times out" because of the large number of users/groups within our main LDAP domain.
My second question is regarding adding new users. When we add a new user do they inherit permissions on assets that were created prior to adding the user? For example, we have a folder for XX client. We later add several users. By default do the new users have full access to the preexisting folder?
Sorry if these questions are basic but I'm just starting out with admin. duties and I'm learning along the way. Thanks!

Not positive I understand what precisely you mean by "scope".
On the second part of the question, if group X has a certain permission on a MediaBin folder and later user Y gets added to group X, he/she gets the corresponding privileges with no need to update the MediaBin permissions. For this reason, this is the preferred way to set up permissions.
