What exactly do you mean by replace "Submit files" workflow ?
You can create your own custom workflow with user defined task names. You can check for more information in the workflow guide

When you are using CCstd to create DCR's, the next screen after you are done with editing is:

1.	Next Action:
	<script src="../iw-cc/base/widget/combo_box/combobox_init.js" type="text/javascript"></script> Submit Submit Additional Files Keep as Work in Progress <script type="text/javascript"> IWAPI._bindAPIToObj(document.getElementById("submit_option"),IWCombobox); </script>
2.	Attach to existing task or new job:

I want to replace "Submit", with my own workflow, without using "tt_data" action in available_templates.cfg
