Problem with root container

I am getting the following error message "The attempted operation is not allowed on this item" when I attempt to add metadata to the root container.
I was prevoiuosy able to; I began to get this error message after the server hung, and was restarted.
I am able to add metadata to the containers below the root container
I have checked the permissions on the root container and they are the same as the containers below the root container.

Can you please explain the reasoning behind applying metadata to the root container and containers in general?

My code applies a modified data metadata to the root containter to note the data sync timestamp at the start of the data sycn. it also applies the modified date to the root container to note the timestamp at the end of the data sync.
This functionality was working until a MediaBin hung and had to be bounced yesterday.
I was applying metadata to the containers under the root container to test.

That particular error message is independent of security (or whether or not ones is an admin). Most of the time it is returned when one tries to perform illegal operations on Deleted Items or one of its subcontainers (thus people often see it if they have recursive scripts starting at the root).
Adding metadata to the root container is allowed. Disallowed operations at root include (among others) deleting it, renaming it, moving it.
