Special Unlock WF Stopped Working

We created ONE special workflow for one of our Teamsite users that calls the unlock.ipl task. In available templates, when this user "Submits" in a specific workarea, he is given 2 WF options. One being the Unlock option. It worked for a while, then all of a sudden stopped working. It appears to be a permission issue because if I sign on as myself with the Editor role, I can use the unlock task (however that ID also has the master role). If I sign on as this user, however, he is given the option to select that WF, but nothing happens when he submits. I have attached my WF & part of Available Templates. The WF is called "PH2 Unlock Selected Files".

First thing i could not understand, what role_list element is being used for in available_templates?

Secondly, check the job using CLT iwgetwfobj, to get the info about the task owner and command to be executed.

Also, please provide your working env as TS version on platform?
