CC Standard Capture Next

After Adding/Editing a file in CCStandard, wizard brings the screen to select the action. Instead of this I want wizard proceeding to the Tagging option.

I can see that the tagging is done after Submit is done in the Wizard.I have enabled Tagger GUI (ask_metadata_capture=yes) in configurable_default_submit.cfg file

Is there a way of changing the sequence of those events in the wizard so that Tagging option comes as soon as I user click on Next button on CC Standard?

After the Tagging screen then I would like to show the Action screen
