Whether the problem is with wft file or ipl ??

What I can find from your WFT file is that firstly you have not declared the xml directively at correct place, it should be at the top (first line).

Secondly I am not able to understand what are you trying to do at:

if (@submit_file != 0)
{
__INSERT__("\n");
for (my $i=0; $i < @submit_file; ++$i)
{
__INSERT__("
");
}
__INSERT__("\n");
}

Please provide the error you are getting to provide a better solution.

What results are you seeing from your attempts to debug it?
It would help to see the log file that you are apparently creating when this script is called from the workflow - like where you have:

      &write_log("Executing: $command");
