Migrated files using OD from one server to other server. When we see the properties of the files can see Owner: BUILTIN\Administrators and Group:NT AUTHORITY\SYSTEM. Tried using setAccess(setAccess="{BHIEBIZDEV16\kkadiyala:ALL,CMS_Athr_ATLAS:ALL}") in permission rules but it is not changeing Owner and Group. The issue with the above values is when author edit's file and tried to upload get an error message "NoSuch User".....

Yes, it looks like the account under which OD is running has been set. Have you tried using submit.cfg to reset the permission on initial submit?
