iPlanet caching problem

Hello All,
TS 6.5 on Solaris 9.
I have an issue with iPlanet (our customer web server) caching files for approx 20 seconds. Two regenerations of the same file wthin the timeframe leads to a user seing cached (html) content.
I Have accessed the http server directly on the customer webserver port specified in iw.cfg and the issue persists.
I have mointored HTTP requests to the web server and ruled out browser caching. I double checked the web server logs and ensured that it was receiving all requests.
I have statelessly requested the page from the web server using Perl and LWP, same problem.
In the iPlanet admin console I have checked that the file cache is disabled both at server and virtual server level. I have checked the Cache Directive settings and all seems fine.
Has anyone seen this before? Can anyone offer any suggestions as to what to investigate next. I'm stuck.
