Form with 2+ textareas: ALL inline or ALL not-inline, but no mix allowed

Teamsite 6.5 SP2 + patchID 1614 on Solaris 9.

Given the following simple DCT, having just 2 textareas

I am noticing that only if ALL the textareas have

external-editor-inline="f"

, the visualformat will be in a popup.

If there is a mix like in the example above, then both will be inline.

I filed the above with support. I can't find this documented, so I assume it's a bug?

Anyway, Support came back to me yesterday confirming it's a BUG, id 70248

Not sure if it's also affecting 6.7.x or only 6.5 ...
