How to disable the tagging functionality for the binary items (images)?

We are using OD 6.1, Teamsite 6.5.
We want to disable the tagging functionality for
the binary files (images).
Is it possible to do that, in that case how?

Not sure if we can do selective tagging!! Tagging either can be on or off.
