Though the maximum number of "rotationable_section" objects is 5, by default no rotation_section container appears in the DCR. that is the minimum number is 0 rather than 1. what is the problem here ?

Is this an "iwov" or "xml" style DCT?
If it's an "xml" style - you also need to make sure to specify a

location

attribute for the container.

Its an "iwov" style DCT. I faced this problem when i reopened an older DCR. This item is newly added to the DCT. Hence the defaults/settings are not applied the DCR when its re opened.
any work arounds?

I think Sailesh was right then - add a

default="1"

to the container definition and that should resolve the issue of it not showing up.

Adding a default="1" also does not resolve the issue because, the dafults are not be applied when an old DCR (which was last edited before this item was added to the DCT) is re opened. .

I know that's true with values for defaults - are you sure (i.e. you've already verified this) that it's true with respect to instances of a replicant? (I haven't tried this, so I don't know).

If that is the case - you could probably use FormAPI code that during the init function looks to see if the container is null and then explicitly adds an instance of the replicant using the IWITEM.addInstance() function.

Try by setting atleast one item inside the container to be required="t", if no item is mandatory right now, it may help to show it expanded.

setting one of the fields as mandatory does not work. adding an instance explicitly on form load is the only solution that worked so far.

I must have looked at the wrong section. On form load, an instance of the replicant was not added. From how much i looked into the PDF, there is no function iwitem.addInstance. anyway to add an instance using FormAPI?

I seem to recall (from one of your previous posts) that your version is 6.1. "addInstance" is one of the methods introduced with 6.5.
There is no documented/supported FormAPI methods to insert replicant instance before 6.5
