Files are not inserted from Hot Folder to MediaBin Folder

This is Kalaivanan here.
We are working on a project where we need to use Hot Folder to insert assets into MediaBin.
The Scenario is
We have a custom asp application, which creates a unique asset name for an asset and renames the asset with the unique name and places the asset in a particular folder in a file system.
This particular folder is the source folder configured in Hot Folder. The files from this folder will be put in a particular destination folder in MediaBin.
But the problem arises when the asp application writes the file/ asset in the source folder of Hot Folder application. The Hot Folder is not acting on this asset/ file and the file is not inserted in MediaBin Folder.

But when the same file is copied and pasted manually then Hot Folder is inserting the asset in MediaBin.

Please help in this issue as soon as possible.

MediaBin 4.5.2

We would need to delve in further to be certain, but is it possible that your custom application is not relinquishing the file handle and is inadvertently keeping the files locked?
