4.5.3 Patches NOTE?

We plan on patching our 4.5.3 which I had never noticed before existed.

Some of the patches have a disclaimer that says, “NOTE: This patch assumes that the MediaBin Server has no previously installed patches” what does that mean? Will it blow away already patched items. Is there a priority order for installation?

The patches that exist for 4.5.3 address various specific problems. I would contact support to determine the best order and the applicability of each patch to your particular situation.
