non-modified files touched on reverse deploy

I have a reverse deploy setup from UNIX(source) to TS(target). The files coming from the source can be a subset of what is already on the target. The issue is that the files not in the set coming from the source are touched on the target. Causing the timestamp to update. The result makes it look like all files have been updated. What's causing this?

dateDifferent="yes"

i think it might the target path? are you sure you are pointing to the correct location where you want the files to go to?

Yes, the changed file get to the right location. At that location other files from a previous deployment are also there.
