mail not being sent

I am TS6.5 SP2 on win 2000SP4. I have seen so many posts and done some research on setting my email task for sending emails to a group before a group task. For some reason this is not at all going my way. I have done compiling the tpl (ccmail_header.tpl) and run the ipl's it seems i am doing the righ thing but some where it is not working for me. can anyone throw a light?

here is my snippet in the tpl, is this right?

Got the solution its in the WF manual. so i am closing the case.
