thanks nipper i was coming back to edit my response and this is the official site of the product http://www.dr-hoiby.com/WhoLockMe/index.php i am testing it on my dev box now... but the issue i have is on the production IIS servers... and you know how the corporations and thier red tape are when it comes to touching or installing anything on the production servers... that s why i am still hoping for any other ideas to how troubleshoot this issue thanks.

so every time OD tries to update a file that is being viewd by a user the deployment fails?IIS usually caches files and servers the files from the cache. but in some cases, the IIS servers files from' their actual/physical location'. i think when the file is large in size and it couldnt be cached all at once, the IIS will lock the file while it is being served to some user... i think you should open a case with Microsoft or whoever supports your systems to figure out the IIS behavior and why it is locking those files... we have a case open with Microsoft for this issue... but so far they havent given us much input since this is not a known issue to them.let me know what you find out...
