How do I change the label of Keep as work in progress.

It's probably in a properties file somewhere - whether it's intended to be supported for local modifications is questionable - you might want to double check with IWOV Support first.

The general way to change such things is to find the actual source file, figure out the correct place to put a copy of it in IWHOME/local/config/lib/content_center/customer_src/... (assuming that it's not covered as a supported customization - otherwise there would already be a file in place for you to customize), modify the copy and then build the toolkits (RTFM: Interwoven User Interface Customization Guide for details)

It has nothing to do with the final Interface to users. Only content authors will use this screen and if they understand what does this mean then I guess it should be good enough.
