I am using TS 6.7.1 and LiveSite.

Suppose there is a page with two columns and two rows and these to columns share 50% 50% of the page.
Now if I want to change is ratio from 50% 50% to 30% 70%. Can end user, who is using this template can change this ratio from himself or developer needs to create to separate template for end user with 50% 50% columns and 30% 70% columns.

Can you do this ? Certainly. I do similar in templates often (without LiveSite). It is not trivial. But you can code whatever you truly plan for.

Make certain you get the exact requirements. Making it 50%50% or 70%30% is certainly much easier than making it truly granular where the user selects any 2 arbitrary values that add up to 100%.
