I need to implement following functionality regarding access restictions.

I need to implement a default value through database(Oracle) into a Live-site component .This can be done.
The Problem is that I want user A should have the access that if he don't want to use this data from database(instead wants to show his own data) he can change this data. While the user B cannot do this.
My problem is how can i have different access rights to different users for a component
How can this thing be implemented....
Please Suggest.....
