You'd have to be way more specific. WordPress is a Blog publishing platform with MediaWiki (or something like that) to facilitate
bloggers participation. IWOV TS is Enterprise CMS. In other words, it is everything that Blogger Publisher is not: compartmentalized
access, workflows, formal approvals, controlled deployments, Application servers support and on and on ad nauseum.

So, what aspect(s) of Blogging and Blogs publishing do you want to delegate to CMS?

We want to implement many features of blog tool like-: posting any topic, rating it , comments, able to add categories , reporting comment as an abuse etc..........

There are plenty of free and commercial tools. Depending on your goals and intended participants you may perhaps use Suite Two,
WordPress or even IWOV WorkSiteMP. What does any of that have to do to TeamSite though?

Actually the client requires CMS an blogs to be implemented together. Required site will be blog site but manages through teamsite.

You can surely achieve this with certain limitations and guidelines. I would suggest you to consult and architect as this is not something one can help you on devnet. It need requirement analysis and then designing the architecture and most Important it will take time.

I tend to agree with some of the other comments about the complexity of this question, and the viability of answering it without a deeper understanding of the business needs.

TeamSite, or LiveSite, could be the mechanism in this equation that would allow you to manage the look and feel of the 'blog' site, but it is not going to be a good tool to act as a blog. Blogging would imply a functionality on your production site for many people to either post articles or add comments, as well as many other tidbits of functionality like RSS and Subscriptions.

The role that TeamSite/LiveSite could play in this arena would be to create a template to manage the layout of the page and possibly a template to create new posts that Deploy to the blog DB on the production server (which would give you an approval process around your posts), and then use a standard blogging tool (like WP), to allow visitors to the site to: comment, report, categorize (though you could do this in the template as well), rate, and all of the other things that a blog can typically do.

The important thing here is that TeamSite/LiveSite functionality is not something that you would expose to the world to enable the blogging service, but rather the tool on the backend that you might use to help manage it.
