Can the DCR encoding be changed when saved?

Hi guys,
I would like to know if the default (utf-8) encoding be changed to other types of encoding like the western European while we save the DCR.

I noticed that the DCR stores the latin-1 chars in utf-8 format which forces the generated page to have the HTML <meta> attribute set to a definite type of encoding. I am using browser based UI for Templating.

If anybody is aware of converting special characters to HTML (like &#160 Smiley Wink

please help me out.
