ORACLE_HOME Enviornment setup for teamsite 6.7.1

We recently installed teamsite 6.7.1 on Solaris. Everything seems to be working fine but we are having problems with the old inline commands that use the direct Database calls to populate option list. Any help to resolve that would be appreciated. Here is the error:

ERROR OCIEnvNIsCreate. Check ORACLE_HOME env var, NLS, settings, permissions, etc.

Before testing your application, please write a sample PERL code in the same TS box, to test whether you have made all the required env setup.
