How to get system variable (iw-user) in deploy.ipl other than passing through an argument from submit.wft.

I would like to get workflow submitter id in deploy.ipl.

You need to provide more context - deploy.ipl is a custom script - from where are you calling it? A workflow? a DNR from another deployment? callServer from a DCT? other?

If it's from a workflow - you should have access to the taskid from which you can create a TeamSite::WFtask object, from which you can get the owner of the task.
