Is there a way to change the search dialog form such that when the user is searching by using just the document number, it will automatically default to search all databases?

The earliest possible time you can ascertain that the only search parameter entered is, indeed, doc num is when the user has pressed the OK button in the search dialog. At that instance, you may check via the OnOK or PreOnOK event in scripting as shown here.

There is, however, no methods to reset the search location via the SDK, i.e., scripting or any other ways when it is already at this juncture.

WorkSite stores the search location and search criteria in this key:

[HKEY_CURRENT_USER\Software\Interwoven\WorkSite\8.0\iManExt\WorkspaceSearchParams]

So basically, you may modify the key to include all search databases at OnInitDialog or OnChange, but any other events after those will be too late.

Keep in mind this approach is unsupported by the SDK.
