Updating templates not working

When we modify a template, then run a GLC, selecting 'update', the system tells us that the pages have been updated, when in fact they haven't.

I notice a fair amount of forum traffic on this subject. Is this a known bug? It's driving us insane as any changes to template components result in manual updates to hundreds of pages!
