I have heard that there is a Dreamweaver plugin in the support section. It is supposed to make it easier to create tpl files. Does anyone know where it is? I was not able to find it.

I am not certain if that is still in existence. It is call the Visual Template Builder, there are some old copies available on the support site. (KB 49825) The link to a patch is here

It was of marginal value, IMHO
