CSS not working with shared resources

I am unable to get a CSS to work in preview after adding it to shared resources. I have tried putting the CSS into both my html and sites workareas. The preview page shows the path to the CSS as /iw/cci/meta/no-injection/iw-mount/default/main/custom_sites/WORKAREA/Content/html/custom_sites/includes/stdblue.css

Adding some more details here:
The preview URL for the generated HTML is 10.128.236.96/iw-cc/iwproxy/iw-mount/default/main/custom_sites/WORKAREA/Content/html/custom_sites/bcbstest/test.html.
The call to the stylesheet from the html is href="/html/custom_sites/includes/stdblue.css".

I tried to retrieve the CSS file via the URL but get a 404.

is that the correct work area path "Content/html/custom_sites/includes/stdblue.css"?

what happens when you cut and paste the url into a browser do you get an error, 404 or something?

I added deatils to main thread. I cannot pull up the css from the url that is output.
