Error submitting a deleted DCR to workflow

We are getting an intermittent error when submitting a deleted DCR to a workflow. It only happens ocassionally. Instead of the selection box with the list of workflows appearing, the following error message appears in the popup box:

Pre-submit error
Server error: Success

Has anyone seen this before or have any idea what could be causing it?
