I do not believe that OOTB iwsend_mail.ipl supports attachments.

There are some indications in the code that it has been planned at some point. I guess IWOV ultimately abandoned this code
in favor of iw_solution_email.

If I recall correctly - Mail::Mailer (the "email" module used within iwsend_mail.ipl) does not support attachments.
iw_solution_email.ipl uses MIME::Lite - which does support attachments.

It would probably be fairly easy to switch the code in iwsend_mail.ipl to use MIME::Lite if one wanted to - but IWOV did (at least at one point) make a statement that they were foing to focus on supporting iw_solution_email.ipl over iwsend_mail.ipl (and the various other scripts that have managed to make their way into one or another release)
