Enable/Disable Custom User Operations programatically?

Okay, so my title is a bit of tongue twister (say it five time fast) but let me clarify a bit more.
We are using TeamSite 6.7.1 on Windows 2003 Server and we have some custom menu items that we would like to enable for certain roles while disabling them for others.
For TS 6.7.1, the new way of doing this is to declare the link/menu item in ui_custom.xml and then pop in the operation ID in userops_custom.xml
You then go in (manually) through the Administration UI and enable/disable the custom menu item under the "Custom User Operations" sections for each individual role. I read through the documentation and read the dtd for userops_custom.xml and it does appear possible to programatically enable/disable the custom menu items.
Is there a way to achieve this without having to login to the TeamSite UI, goto the Administration Tab, click on each role, and then expand the custom operations area and click on each custom item?
TeamSite 6.5 allowed you to do this via the roles.xml file.
Am I missing something?
