LiveSite 2.2.1 Component Permissions

We are using LS templates and components for user to create pages. A user selects a template for a page to create, and the page is populated with the components that have been assembled for the selected template.
Some of the components we would like to "lock-down" so the user can not move or resize them. I have disabled the layout permissions for the these component(s) for all roles in both the underlying components and in the templates as well, but the users can still move and resize the components that are supposedly locked down.
Anyone seen this before, and if so, what do I do to fix it? Or does this simply not work?
I have attached screenshots of the permissions tab for one of the locked-down components, both for the component itself and for it's instance in the template.

Conclusion:
LiveSite 2.2.1 does not lock components from the "master" role, despite the fact that you are allowed to "think" that you've locked out master from being able to modify a component on a page.
Thus, you can take away all permissions from a component for each and every role, but when a master is editing a page, permission restrictions are ignored. Permissions are enforced for all other roles (Author, Editor, and Administrator), just no master.
