Issue
If a user has not selected an option from a radio group, a form will scroll to the radio group upon refresh provided the radio group is listed as the first field in the tab order for the form.
If a user has selected an option from a radio group, a form will scroll to the radio group upon refresh regardless of its position in the tab order.
This is independent of the location of the radio group on the form.
