Resolution
Here is a workaround:
- Go to Settings --> Control Panel --> Programs and Features, and uninstall Metastorm Designer Release 7.5 Manager's Edition.
- Disable User Account Control (UAC). This can be done through the Windows registry. Go to HKEY\_LOCAL\_MACHINE\\SOFTWARE\\Microsoft\\Windows\\CurrentVersion\\Policies\\System and change the value of EnableLUA to 0 (zero).
- Restart the computer.
- Install the Designer Manager's Edition.
- Re-enable User Account Control (UAC) by changing the above-referenced registry value back to 1 (one).
- Restart the computer.
- The Designer should now open.
