How do I retrieve older versions of the solution published earlier from the repository database? We were able to do that using the designer in 7.x and lower versions.

You have reposotory tab.
Connect to repository, and you will see list of published libraries and procedures.
Then after axpand the tree you will see all versions of published item. You can retrive latest bersion, or any of your choice.
