Enterprise Repository approach and common modeling language for State Government

I'm developing a strategy for our Statewide Enterprise Business Process Model Repository.  I'm interested in finding out if other state entities have used Metastorm as a statewide Enterprise Modeling tool and their approach.  Anyone????

I do nt know if you still are looking for a response for this, We have not done a state wide initiative but we worked for the Ministry of Finance here in Indonesia regarding standardization of the approach for developing there new budget processes.
