You can directly use linux commands for setting permissions in perl... I mean you can use "chmod"..

Perl has built-in commands for chmod, chown, etc. which can be used.
If you're talking about files within the TeamSite branches (backing store) - then you should read the TeamSite Administrator's Guide regarding submit.cfg (and perhaps take some TeamSite Administration, or Development courses)
