Locking a component in a template

Hi,
Im creating a page template in which, i have a header and footer.
when a user creates a page with that template, i want in such a way that the header and footer should not be changed or resized. In otherwords it has to be locked.

In the template, i locked the layout of the 2 components and published the template. Still when i create a page with that template, i can still move and resize the header and footer. Pls indicate where im missing.

there was a but in 2.2.1 i think was fixed in 3.0

Sorry just looked through the bugs it was fixed in 3.0 SP1

Masters cannot be locked out. I had the same problem a couple of weeks ago. Log in using any other role (author, editor, administrator) and you should see the component(s) layout locked down.
